Should employees be paid extra because it's a Leap Year?

According to The Chartered Institute of Payroll Professionals, employees who are salaried will not receive any additional pay, unless it's specified in their contract. This is because their salary is fixed for a year and not a specific number of days per year.
However, cautions that if a salaried worker is earning close to the National Minimum Wage that additional day of work should not send them below, when their earnings are averaged against days worked.
It's more straightforward for hourly paid employees, who can expect to be paid for any extra hours that they work.
